Is there any major metro area in the world anymore where English is not spoken freely?

English has become the universal language and is now spoken freely in almost every major hub anywhere in the world. However there may still be a few major markets in the world where it is difficult to find fluency in English. Does anyone know of any?

Most of the major metro areas that are not in English speaking countries.

For instance, if you were to go to Germany, you wouldn’t hear much English being "spoken freely"…you might be able to find someone who speaks enough English to help you with your problem, but it isn’t spoken freely.

Same with Russia, France, Spain, Poland, Most of Eastern Europe, much of the Middle East, Large parts of Africa and Asia, and most of South America.

  3. Moscow, Paris, Tokyo – There is some English, but usually Russian, French and Japanese respectively there.

The French used to have some issues speaking English. Complained about French being a world language too.
