Sid Meier’s Civilization Revolution: what does "start on a local area map" mean?

because I play as the russians and it says that one of my bonuses is being able to start on a local area map. what does that mean?
note- I have already crushed the other 19 civilizations

it mean that you will have more land to explore
since you got the bonus, it mean that you know the land better initally than other civilization

Have fun!! Defeat these ugly barbarin for me!!
